California Senate Bill 940

This is a Senate Bill enacted to allow the counties and/or courts of California to retain from their collections the cost of collecting delinquent fines and forfeitures.

SB940 is a reporting mechanism used by the court or county to track their collections and collection costs to justify what they retain. The module generates 4 reports that will provide data they can include in SB940 reports. Revenue Results does not include all data you need to submit, but will provide you several important pieces.

In order to best utilize the information provided by these reports, you will need to first set up Report Class. Report Class will allow you to track information based on “program” such as County, Court, Private Agency, FTB, etc.

Report Class Setup is a 2 step process:

Establish Report Classes
Assign Accounts to different Report Classes

Establish Report Classes-

Step 1: Navigate to Administration > Other > Define Code Types

Step 2: Choose Account Report Class

County, Court and Other are added by default

Examples of new ones might be: District, Civil, Criminal, Taxes, etc.

Step 3: Click in Code Column to add additional ones

Step 4: Click Save Changes to save

Assign Accounts to different Report Classes-
This will define which accounts will be classified under each Report Class

Step 1: Navigate to Administration > Account > Define Account Types

Step 2: Select an Account Type

Step 3: Click Settings Tab

Step 4: Select Report Class from drop down list

Step 5: Do this for each Account type that you need to report in the SB940 Reports.

Step 6: Click Save Changes to save.

SB940 Reports- These reports include:
Account Type Period
Forwarded Accounts Period
Period Closed
Period Cost

Account Type Period Report
This report will show in a given period (range of months) the number and value of accounts at the start of the period, opened during the period, and closed during the period. Also, the report will show the total collections and total adjustments for the period.
Step 1: Choose Report Preferences.

  • Choose Report Class or select All
  • Choose Date Range
  • Check to exclude forwarded accounts from report

Step 2: The report will display data similar to:

Forwarded Accounts Period
This report will show in a given period (range of months) the number and value of forwarded accounts at start of period, opened during the period, and closed during the period. It will also show total collections and total adjustments on forwarded accounts during the period.
Step 1: Select Report References

  • Select Outside Collection Agency
  • Select Date Range

Step 2: The report will display similar to this

Period Closed

This report will show the number and value of accounts closed in a given period. It will sort by Closed Reason such as Cancelled, Paid in Full, etc.

**The closed reasons are established under Define Code Types.

Period Cost
This report will show the cost of collections by debtor, account type and report class. Cost is based on time spent working on debtor and value of time for collector.
